Recently, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Special Action Plan for Boosting Consumption" and issued a notice, requiring all regions and departments to conscientiously implement it in light of actual conditions.

In order to vigorously boost consumption, expand domestic demand in an all-round way, increase revenue and reduce burdens to enhance consumption capacity, create effective demand with high-quality supply, optimize the consumption environment to enhance consumption willingness, and solve the outstanding contradictions restricting consumption in a targeted manner, this plan is hereby formulated for the implementation of the special action to boost consumption.
1. Actions to promote the increase of income of urban and rural residents
(1) Promote a reasonable increase in wage income. Implement employment support programs for key areas, key industries, urban and rural grassroots and small, medium and micro enterprises. Continue to implement the policy of returning unemployment insurance to stabilize jobs. In light of changes in the situation, we will increase employment support and promote the employment of key groups. Focus on key areas and key groups to carry out special skills training actions, improve diversified investment mechanisms, and do a good job in the evaluation of vocational skill levels. Improve the mechanism for adjusting the minimum wage standard, and scientifically and reasonably raise the minimum wage standard. Intensify the implementation of cash-for-work in key engineering projects and small and medium-sized agricultural and rural infrastructure construction, and expand the scale of labor remuneration.
(2) Broaden channels for property income. Take multiple measures to stabilize the stock market, strengthen the construction of strategic force reserves and market stabilization mechanisms, speed up the opening of commercial insurance funds, national social security funds, basic pension insurance funds, enterprise (occupational) annuity funds and other medium and long-term funds into the market, strengthen the market value management of listed companies controlled by central enterprises and state-owned enterprises, and severely crack down on financial fraud in the capital market and illegal reduction of shareholders of listed companies in accordance with the law. Further enrich the variety of bond-related products suitable for individual investors to invest.
(3) Take multiple measures to promote the increase of farmers' income. We will improve the mechanism for guaranteeing the income of grain farmers and the mechanism for distributing the income from land value-added, and explore ways to revitalize and utilize the housing legally owned by rural households through leasing, shareholding, and cooperation. Implement the action of improving the energy and income of the rural low-income population, continue to implement the cultivation plan of agricultural brand quality, implement the action of "three products and one standard" of agricultural products, and promote the consumption of green, organic, famous, special and high-quality new and geographical indication agricultural products. Cultivate new agricultural business entities, develop courtyard economy, forest economy, and homestay economy according to local conditions, implement the subsidy policy for scrapping and updating agricultural machinery, and strengthen the industry to link agriculture with farmers.
(4) Solidly solve the problem of arrears. Accelerate the implementation of the work of repaying the accounts owed to enterprises, consolidate the territorial responsibilities of local governments, "pay quickly and fully due" the accounts of enterprises in arrears, especially small and medium-sized enterprises, strengthen audit oversight, strengthen restraints on untrustworthiness, and improve long-term mechanisms for clearing debts.
2. Supporting actions to ensure consumption capacity
(5) Increase the extent of childbirth and parenting safeguards. Study the establishment of a childcare subsidy system. Guide localities with the capacity to include flexibly employed persons, migrant workers, and new forms of employment who participate in basic medical insurance for employees in maternity insurance. Implement the Pediatric Service Year Action to increase the supply of pediatric services. During the period of high incidence of seasonal diseases in children, increase the opening of pediatric outpatient (emergency) clinics at night in general hospitals.
(6) Strengthen educational support. Expand the supply of educational resources for the net inflow of school-age population into cities and towns. In 2025, the standard of financial aid and subsidy for some students will be raised, the coverage of the policy will be expanded, and the national policy of interest-free student loans and deferred repayment of principal will be continued. Promote the establishment of disciplines and majors in institutions of higher learning to closely connect with the innovation chain and industrial chain, and improve the degree of adaptation of talent training to the needs of economic and social development.
(7) Improve the ability of medical and old-age security. Improve the mechanism for reasonable adjustment of basic pension insurance benefits, increase the basic pension for urban and rural residents and the financial subsidy standard for basic medical insurance for urban and rural residents in 2025, and appropriately increase the basic pension for retirees. Fully implement the personal pension system. Promote the abolition of household registration restrictions on flexible employment personnel to participate in basic pension and medical insurance at the place of employment, and expand the pilot project of occupational injury protection.
(8) Ensure the basic livelihood of key groups. Strengthen the dynamic monitoring of low-income populations and hierarchical and categorical assistance and assistance, promote and improve the basic livelihood assistance system, increase the level of special assistance, and strengthen industrial employment and other development-based assistance. Strengthen support for care services for the elderly with total disabilities. Encourage localities with the capacity to issue relief funds or increase one-time living subsidies to people in need in light of actual conditions. Unemployment insurance benefits shall be paid in full and in a timely manner to eligible unemployed persons.
3. Actions to improve the quality of service consumption and benefit the people
(9) Optimize the supply of "one old and one young" services. Promote the transformation of the whole society for the elderly, support local pilot exploration, and promote the installation of elevators in multi-storey buildings as a whole and the development of meal assistance services for the elderly. Actively develop anti-aging, silver tourism and other industries to release the potential of the silver consumer market. Encourage the development of community-embedded childcare, employer-run childcare and childcare integrated services. Support and regulate the development of social forces for the elderly care services, and improve the price formation mechanism for elderly care services. Encourage localities with the capacity to give venue support and operating subsidies to inclusive childcare institutions in light of actual conditions.
(10) Promote consumption of living services. Strengthen the capacity building of service supply, and support the innovation of service consumption scenarios, the integration of business formats, and industrial agglomeration. Improve the quality of catering services and support the development of local specialty catering. Increase the intensity of housekeeping service training, encourage more institutions of higher learning and vocational schools to open housekeeping-related majors, organize and implement special training projects for women's housekeeping to improve quality and capacity, and improve the housekeeping industry standard and credit system. Combined with the construction of a quarter-hour convenient living circle in the city and embedded service facilities in urban communities, we will speed up the allocation of community resident service outlets such as shopping, catering, housekeeping, and maintenance.
(11) Expand cultural, sports and tourism consumption. Deepen the integration of online and offline, business, tourism, culture, sports and health consumption, and innovate diversified consumption scenarios. Support tourist attractions and cultural and museum units to expand service projects, reasonably extend business hours, and expand the scale of reception. Support all localities to increase the supply of high-quality sports and special sports events. Optimize the approval process for commercial performances, sports events and all kinds of large-scale mass activities, safely and controllably increase the number of tickets that can be sold (issued), strictly implement the content review responsibility system for the premiere of tour projects, and implement "one-time approval, national tour".
(12) Promote ice and snow consumption. We will start the implementation of the ice and snow tourism promotion plan, organize and carry out consumption promotion activities such as the ice and snow consumption season, build a number of high-quality tourist attractions and resorts with ice and snow themes, and support the construction of world-renowned high-quality ice and snow tourism destinations in areas rich in ice and snow resources. Encourage all localities to enrich the supply of ice and snow venues and consumer products according to time and place.
(13) Develop inbound consumption. Expand the scope of unilateral visa-free countries in an orderly manner, and optimize and improve regional visa-free entry policies. Launch more high-quality inbound tourism routes and services,Improve the level of travel facilitation for foreign tourists in China, and cultivate international medical, exhibition and other markets。 Deepen the cultivation and construction of international consumption center cities. Support the opening of duty-free shops at qualified urban ports. Support more high-quality merchants to become departure tax refund shops, and promote the "buy and return now" service measure for shopping departure tax refund.
(14) Steadily promote the expansion and opening up of the service industry. Expand pilot projects in the fields of telecommunications, medical care, and education. Focus on residents' consumption upgrading needs, and promote the import of high-quality life services such as medical and health, culture and entertainment. Promote the inclusion of service consumption items such as camping, homestays, property services, and "Internet + medical care" in the catalogue of industries that encourage foreign investment.
Fourth, bulk consumption update and upgrade actions
(15) Increase support for the trade-in of consumer goods. Make good use of the ultra-long-term special treasury bond funds, support local efforts to expand the implementation of consumer goods trade-in, promote the green and intelligent upgrading of bulk durable consumer goods such as automobiles, home appliances, and home decoration, support the exchange of qualified and safe electric bicycles, and implement subsidies for the purchase of three types of digital products such as mobile phones, tablets, and smart watches (bracelets). Promote the pilot construction of second-hand commodity circulation, cultivate diversified second-hand commodity circulation entities, and innovate second-hand commodity circulation methods.
(16) Better meet the demand for housing consumption. We will continue to make great efforts to promote the real estate market to stop falling and stabilize, and intensify the implementation of the transformation of urban villages and dilapidated houses, so as to fully release the potential of demand for rigid and improved housing. Special bonds are allowed to support the city government to purchase the stock of commercial housing for use as affordable housing. Implement relevant tax policies to promote the steady and healthy development of the real estate market. Reduce the interest rate of housing provident fund loans in a timely manner. Expand the scope of use of the housing provident fund, support depositors to apply for personal housing loans from the housing provident fund while withdrawing the provident fund to pay the down payment for the purchase of a house, increase the support for the withdrawal of rent, and promote the pilot work of flexible employment personnel to make deposits.
(17) Extend the automobile consumption chain. Carry out pilot reforms of automobile circulation and consumption, and expand automobile aftermarket consumption such as car modification, leasing, events, and RV camping. Cultivate and expand second-hand car business entities, and continue to implement facilitation measures such as "reverse invoicing" for second-hand car sales and registration of transactions in different places. Strengthen information sharing in the automotive field, support the development of third-party second-hand car information query platforms, and promote the safe and convenient transaction of second-hand cars.
Fifth, the quality of consumption to improve the action
(18) Strengthen the leadership of consumer brands. Focusing on service areas such as commerce, logistics, and cultural tourism, we will formulate policies to improve service quality by category and create more Chinese service brands. Integrate the excellent traditional Chinese culture into product design, support the development of original intellectual property (IP) brands, promote the consumption of animation, games, e-sports and their peripheral derivatives, and open up the domestic and foreign incremental markets for domestic and foreign "trendy products". Promote the first-time economy according to local conditions, and encourage domestic and foreign high-quality goods and service brands to open their first stores and hold their first shows. Support the promotion of new forms and models of consumption. Organize and carry out a series of activities of "shopping in China" to create a phalanx of famous consumer products in China.
(19) Support the accelerated development of new consumption. In-depth implementation of digital consumption promotion actions, and vigorously cultivate high-quality e-commerce. Carry out the "artificial intelligence +" action, promote "artificial intelligence + consumption", accelerate the development and application of new technologies and new products such as autonomous driving, smart wearables, ultra-high-definition video, brain-computer interfaces, robots, additive manufacturing, etc., and open up a new track of high-growth consumption. Carry out special actions for healthy consumption. Accelerate the improvement of the low-altitude economic supervision system, and orderly develop low-altitude consumption such as low-altitude tourism, aviation sports, and consumer-grade drones. Continuously enrich cruise routes and tourism products, and promote the facilitation of yacht registration and reporting.
(20) Improve the level of integration of domestic and foreign trade. Promote the convergence and integration of domestic and foreign trade standards and certification. Support the expansion of foreign trade products for domestic sales, carry out foreign trade excellent products in China, and guide foreign trade OEM enterprises to accelerate the cultivation of their own brands. Implement the policy of domestic trade credit insurance to support the integration of domestic and foreign trade.
Sixth, the consumption environment to improve and enhance the action
(21) Guarantee the rights and interests of rest and vacation. Strictly implement the paid annual leave system, and regard the implementation of paid annual leave as an important part of the trade union's protection of employees' rights and interests. The organization departments of local Party committees and human resources and social security departments have strengthened the normalized supervision of the implementation of the rest and leave system in each unit, and have made the implementation of paid annual leave a key part of supervision. Encourage paid annual leave and small and long holidays to achieve flexible off-peak leave. The rights and interests of workers to rest and leave shall be protected in accordance with the law, and the working hours of workers shall not be extended in violation of the law. Encourage localities with the capacity to explore the establishment of spring and autumn vacations for primary and secondary schools in light of actual conditions.
(22) Create a safe consumption environment. Implement a three-year action to optimize the consumption environment, and further improve systems such as quality standards, credit constraints, comprehensive management, and consumer rights protection. Complete the system of standards for the consumption of consumer goods and services, strengthen the establishment of a credit system in the consumer sector, complete mechanisms for the diversified resolution of consumer disputes, and promote more efficient methods for protecting consumer rights. Regulate unreasonable business practices such as "the lowest price on the whole network" in the field of online sales and live-streaming sales, advocate high-quality real prices, severely crack down on the sale of counterfeit and shoddy products in accordance with law, and strengthen the supervision of the recall of defective products. Deepen the governance of TV charging and complex operations.
(23) Improve urban and rural consumption facilities. In-depth implementation of county-level commercial construction actions and the transformation and upgrading of "thousands of stores", and strengthen the construction of county-level logistics and distribution centers and rural terminal logistics and distribution facilities. Actively develop smart business districts and immersive experience spaces, and promote the transformation of physical stores such as traditional department stores into new commercial venues. Increase the extent of supporting guarantees such as business activity venues, public transportation capacity, and temporary parking spaces in areas where consumption is concentrated at night.
7. Actions to clean up and optimize restrictive measures
(24) Orderly reduction of consumption restrictions. All localities and relevant departments should promptly clean up unreasonable restrictions on consumption in the light of actual conditions, and must not engage in "one-size-fits-all" or layer upon layer. Promote the transformation of automobile and other consumption from purchase management to use management, and ensure the car purchase demand of car-free families that have been "shaken for a long time" by year. Guide local governments to carry out traditional folk consumption activities in an orderly manner. Ensure that all types of business entities participate in social group procurement on an equal footing, and must not set procurement thresholds such as ownership and merchant ratings in disguise.
(25) Continue to optimize the business environment. Improve the management model of the negative list for market access, focusing on environmental protection, health, security, quality inspection, fire protection and other fields, thoroughly clean up and rectify all kinds of market access barriers, and create a stable, fair, transparent and predictable market environment. All regions are encouraged to simplify the approval process for promotional activities, community markets, outdoor displays, signboard facilities, etc., and implement online reporting and handling. Improve the efficiency of supervision and spot checks in a cross-departmental joint manner, and do not disturb the mass consumption places.
8. Improve support policies
(26) Strengthen the coordination and linkage of policies to promote consumption. Reform and improve the system and mechanism for promoting consumption, improve and make good use of the working mechanism for assessing the consistency of macro policy orientation, strengthen the coordination of fiscal, tax, financial, industrial, investment and other policies and consumption policies, promote the same direction, form a joint force, and build a policy system that is more conducive to promoting consumption.
(27) Strengthen the supporting role of investment in consumption. We will better coordinate investment and consumption, expand effective investment in consumption infrastructure, consumer service function improvement, and new forms and models of consumption, and promote the benign mutual promotion of improving investment efficiency and expanding and upgrading consumption. The central budget has invested more to support the construction of projects in the fields of education and medical care, skills training, elderly care and childcare, culture, tourism and sports, and made up for the shortcomings of public services. Support the issuance of real estate investment trusts (REITs) in the infrastructure sector for eligible projects in the fields of consumption, culture and tourism.
(28) Give full play to the guiding and leading role of fiscal policy. Use policy tools such as financial subsidies and loan interest discounts, highlight key points, implement precise policies, combine the promotion of consumption with benefiting people's livelihood and making up for shortcomings, expand consumer demand, enhance consumption capacity, and better play the positive role of consumption in smoothing the national economic cycle and stimulating economic growth.
(29) Strengthen credit support. Financial institutions are encouraged to increase the allocation of personal consumption loans under the premise of controllable risks, and reasonably set the amount, term, and interest rate of consumer loans. Support financial institutions in optimizing the repayment methods of personal consumption loans in accordance with the principles of marketization and rule of law, and carry out loan renewal work in an orderly manner. In 2025, financial interest discounts will be given to eligible personal consumption loans and loans to service operators in the consumer sector.
(30) Improve supporting safeguard measures for consumption. Encourage trade unions at all levels to use funds for holiday condolences, employee fitness, culture and sports and other consumer fields. Strengthen the implementation of consumption assistance and strengthen the precise docking of production and marketing. Explore the development of prize invoicing activities. Improve the statistical monitoring of service consumption and new forms and models of consumption, strengthen the statistics of online retail sales of physical goods by region, and improve the statistical system for full-caliber consumption.
All regions and departments should put the promotion of consumption in a more prominent position, earnestly fulfill their responsibilities according to the division of responsibilities, strengthen coordination and linkage, improve the working mechanism, explore pragmatic measures according to local conditions, accelerate the formation of work synergy, stabilize market expectations, and solidly promote the faster and better implementation of various policies and measures to boost consumption.
