Yan'an has proven oil reserves of 1.38 billion tons, accounting for about 70% of the province and 6.5% of the country, coal reserves of 11 billion tons, accounting for about 7% of the province and 1.2% of the country, natural gas reserves of 300 billion cubic meters, accounting for about 25% of the province and 4.6% of the country, and the scale of new energy that can be developed is 18.95 million kilowatts. In 2023, the city's total coal production capacity will reach 62.6 million tons, ranking second in the province; the output of crude oil was 14.2835 million tons, accounting for 57.4% of the province's output; Natural gas production reached 9.95 billion cubic meters, with a net increase of 1.134 billion cubic meters, accounting for one-tenth of the national net increase, and power generation reached 21.393 billion kilowatt hours, a year-on-year increase of 88.1%.
Since the "14th Five-Year Plan", Yan'an has successively built a number of major energy industry projects such as Datang Yan'an Power Plant, Yanchang Petroleum Fuxian Power Plant, Shaanxi Coal Huangling Mining Diantou Power Plant, and LNG helium extraction. In the "14th Five-Year Plan" and the coming period, Yan'an will closely focus on the development strategy of "stabilizing coal, expanding oil, increasing gas, and revitalizing electricity", and in 2025, in order to achieve a raw coal production capacity of 80 million tons, a crude oil production capacity of 14 million to 15 million tons, a natural gas production capacity of 15 billion cubic meters, and the construction of thermal power and new energy two tens of millions of kilowatt bases, focusing on promoting the integration of refining and chemical 10 million tons, and supporting power supply for the Shaanxi-Anhui UHV transmission project (thermal power 4 million kilowatts, 11 million kilowatts of new energy) and a number of major energy conversion projects, and gradually formed three 100-billion-level industrial clusters of oil and gas, coal power, and energy and chemical.
