The latest data shows that the number of private enterprises in China has increased to more than 92% of the total number of enterprises; Among the national high-tech enterprises, the proportion of private enterprises has expanded to more than 92%.

Efforts should be made to promote the resolution of the problem of arrears in the accounts of private enterprises

The National Development and Reform Commission said that it will work with relevant departments and localities to further refine and implement measures to solve the urgent and difficult problems of enterprises and major common problems.

According to the relevant person in charge of the National Development and Reform Commission, at present, 2,266 problems and demands reflected by private enterprises have been collected through various channels, and 1,097 have been completed. Next, we will continue to make great efforts to solve the problem of difficult and expensive financing for private enterprises and solve the problem of arrears in the accounts of enterprises.

In addition, we will continue to protect the legitimate rights and interests of private enterprises and private entrepreneurs in accordance with the law, and promote the legislative process of the Law on the Promotion of the Private Economy in accordance with legal procedures.

Zheng Bei introduced that the law on the promotion of private economy has been submitted to the National People's Congress for review, and the National Development and Reform Commission will make relevant preparations for its introduction and implementation. At the same time, accelerate the improvement of administrative discretion standards, actively participate in special actions for law enforcement involving enterprises, and resolutely prevent law enforcement in violation of regulations and profit-seeking law enforcement.

On July 19, 2023, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy" was publicly released, covering the development environment, policy support, rule of law guarantee and other aspects of the private economy, and put forward 31 specific implementation measures.

Shortly thereafter, the Central Planning Office officially approved the establishment of the Private Economic Development Bureau within the National Development and Reform Commission as a specialized agency to promote the development and growth of the private economy, strengthen the overall coordination of policies in relevant fields, and promote the early implementation and early effectiveness of various major measures.

On December 21, 2024, the draft law on the promotion of the private economy was submitted to the Standing Committee of the National People's Congress for deliberation.
